Subject 1 – Basic information

1.1.   Introduction about ourselves as applicant

The Czech Orienteering Federation (COF), in cooperation with clubs in the Haná Region, is hereby applying for the organization of WOC 2008. The COF General Assembly has officially approved the COF applying for the organization of World Orienteering Championships 2008 (or 2009) in the Czech Republic. The COF WOC 2008 organizing committee is not only ready to prepare the WOC events, but also the Trail-O World Championships, the IOF Congress (2008) or Presidential Conference (2009), the meetings of the IOF committees, other IOF meetings, and accompanying public O-events.

The COF is one of the founders of the International Orienteering Federation, and the history of orienteering in the Czech Republic (formerly part of Czechoslovakia) stretches back more than half-a-century. The Czech Orienteering Federation has organized two World Orienteering Championships – at Staré Splavy in 1972 and Mariánské Lázně in 1991. After the peaceful division of Czechoslovakia, an independent Czech Orienteering Federation was established, with its seat in the capital of Prague. This Federation currently associates more then 8,500 competitors from 11 regions and from approximately 210 clubs. Over the past 10 years, the COF has organized the following international events: the World Cup 1994 final in Jičín, World Masters Orienteering Championships 1998 in Nový Bor, Junior WOC 2000 in Nové Město na Moravě, and the World Cup 2002 final in Brno.

On top of that, for the period 1995-2002, the COF organized (in cooperation with various Czech O-clubs) several Park World Tour events, during which the COF gained valuable experience in creating attractive, spectator-friendly, and high-quality Sprint races.

If the COF is selected, World Orienteering Championships 2008 will be organized in cooperation with various Czech clubs, namely those of the Haná Region. Members of the proposed organizing committee have prior experience through participating in organizing such events as JWOC 2000, WC Final 2002, and PWT 1998 and 2002.

1.2. Our main vision for WOC 2008

 

 

WOC FOR ALL

 

WOC for All (Part 1): This is the motto that would direct the activities of the WOC 2008 organizers. What exactly does it mean?

a)     The WOC 2008 organizers will create an atmosphere resembling that of an Olympic village. All runners will be accommodated in the newly reconstructed campus of Olomouc University, a campus large enough to easily accommodate all WOC participants.

b)     The WOC 2008 organizers will not charge a starting-fee for runners from the five countries where orienteering is considered least developed (this selection will be made in discussion with the IOF), and attempts will be made (in co-operation with the Foundation for Orienteering) to collect enough financial support to partially finance their travel expenses.  

c)     The WOC 2008 organizers would like to use the WOC 2008 label for extensive long-term promotion of orienteering in the country – a promotion that would culminate in these WOC events.

d)     The WOC 2008 organizers desire to demonstrate that it is still possible to organize events according to the Leibnitz Convention, in terrains that are at the same time technically challenging, diverse, and what is more – not covered by previous orienteering maps.

e)     The WOC 2008 organizers have created a schedule that is compact and, at the same time, offers sufficient rest periods for the runners – something runners have often expressed concern about, in regard to the organization of events.

 

WOC for All (Part 2): The WOC 2008 events will be accompanied by an international 5-day orienteering competition, held in the same or similar terrains as the events of WOC 2008. Most of the participants will be accommodated at the university campus, which has a capacity of 3,500 beds.  Not only is the complex large enough, but it is also structured in such way that WOC runners will be granted both space and privacy.

 

WOC for All (Part 3):  WOC 2008 will be accompanied and preceded by a 3-day Sprint competition for the general public, a competition that will aim at attracting the largest public possible, and to present orienteering as a top-elite sport. Two stages of the Sprint events will be held in conjunction with the WOC Sprint Qualification and Final, and participants will be given an immediate opportunity to run the WOC courses, thus gaining a better understanding of what elite orienteering is all about.

 

WOC for All (Part 4): The WOC 2008 organizers are highly experienced in communicating through all kinds of media (some of them are active journalists themselves). This will ensure extensive coverage by the press (print and radio); TV (live and delayed); and Internet (considered commonplace in the country). No need to say that there will be big screen showing runners in action at all final arenas.

 

WOC for All (Part 5): The WOC 2008 organizers are also offering to organize the regular IOF Congress in 2008 or the IOF Presidential Conference in 2009.

 

WOC for All (Part 6): The WOC 2008 organizers have close contacts with Paraple (the largest Czech foundation for the assistance of the handicapped), and are therefore certain that the organizers will be given assistance and know-how for formulating a memorable Trail-O World Championships. On top of that, the substantial parks directly surrounding the city-center of Olomouc offer ideal terrains for such events.

 

WOC for All (Part 7): The WOC 2008 organizers are ready to organize an extensive school competition in orienteering that will involve students from the vast majority of Czech grammar schools (ages 10-14) and that will aim at creating O-maps in the surroundings of dozens of Czech schools. The whole competition will be held in several rounds, the best runners competing in a final that will be a part of the WOC program. The WOC 2008 organizers have disclosed the project to the president of the Czech Foundation for Orienteering and have been promised that that Foundation, if the Czech candidature is successful, will support the project. 

 

1.3.   Our Conception of WOC 2008

As mentioned in point 1.2, all of WOC 2008 will be centered at the newly reconstructed campus of Palackého University in Olomouc (also called “Envelopa”), where competitors, coaches, team-leaders, and other team-representatives will be accommodated. The event office and press center, the halls for discussions and for the proceedings of leaders and competitors will also be located within the campus, which will, simply, serve as the center for most activities connected with WOC 2008.

 

Expected terms: September 5-14, 2008; or July 4-13, 2008

 (event. July 31 – August 9, 2009)

 

The main reason for proposing these terms is to avoid overlapping with the 2008 Olympic Games (August 8-24), thus allowing the WOC to garner necessary media attention and more substantial sponsorship.

 

Since 2009 is a non-Olympic year, the organizers are aiming for a more traditional WOC term – the beginning of August.

 

These terms for 2008 and 2009 have been suggested with regard to the schedule of the academic year – i.e. to ensure that the facilities of the University of Olomouc will be fully available for the requirements of the WOC.

1.4.   Support given to our candidature by regional and local authorities

Support for organizing World Orienteering Championships 2008 in the Czech Republic is given by the Chief Magistrate of the Olomouc Region; the Lord Mayor of the City of Olomouc; the Bursar of Olomouc University; the Czech Orienteering Federation Council; the Czech Olympic Committee; TK PLUS; the Czech Foundation for Orienteering; and the Czech Sports Association.

1.5.   Benefits for our city, region, and country expected from holding the IOF World Orienteering Championships

The organizers of WOC 2008 believe that the well-performed organization of these events can garner substantial and lively publicity – not only for the host-city and its region, but also for the country where the event is organized.

As mentioned in the opening section, we also see organizing the WOC as an excellent opportunity for extensive long-term promotion of the sport in this country. Through organizing WOC 2008, we would like to introduce and to represent the sport (via various media) to as much of the Czech population as possible, hoping to markedly increase the acceptance of Orienteering as a professional, top-elite sport.

Though conducted within a single region, a Czech candidature for the organization of WOC 2008 would, nevertheless, be a collective project for all members of the National Federation, not being only for those of the organizing region.

 

Subject 2 – Candidate city, event center

2.1.   General information, location

Olomouc has over 100,000 inhabitants, is the 5th largest city in the Czech Republic, and is the seat of the Olomouc District. At present, the city of Olomouc is experiencing major development in the areas of culture, accommodation, dining, and tourism. The city has a great deal to offer both socially and culturally, with performances at the Moravian Theater, concerts at the Moravian Philharmonic Orchestra, exhibitions at the Museums of Natural Science and Art, along with a range of art galleries. In addition, the Zoological Gardens on Svatý Kopeček (Holy Hill), houses hundreds of species (including black-finned sharks, Rothschild giraffes, antelopes, camels, and many endangered animals).

Traditional annual events for the city include Flora Olomouc, an international flower-and-gardening exhibition and trade fair (in April and June); Academia Film, a documentary film festival (in May); Theatre Flora, a theater festival (in May); Olomouc Music Spring (in May and June); Olomouc Holidays of Song (in June); Olomouc Cultural Summer (from June-September); Days of European Heritage (in September); The International Organ Festival (in September); The Autumn Sacral Music Festival (in October and November); and various Christmas fairs (in December).

2.2.   Accommodation

The current capacity of the dormitories of Olomouc University is 3,500 persons (beds). The entire “Envelopa” complex will be reconstructed in the next three years, with reconstruction finishing around June 2007. After reconstruction, the capacity of the dormitories will have doubled … to 3,500 persons (beds).

Olomouc, as a city of 100,000 citizens, provides a variety of accommodation facilities that can be used during WOC 2008, to meet the needs of all participating parties.

 

Attached is a plan of the city of Olomouc, with the position of the “Envelopa” complex marked (the “Envelopa” complex would serve as the WOC 2008 Event Center). The locations of the larger hotels in Olomouc are also marked on the plan.

 

Teams (runners, team officials)

As mentioned above, one of our main ideas for WOC 2008 is to recreate the atmosphere of an Olympic village. This means that all runners and teams will be accommodated directly within the Event Center – in this case, a university campus with 3,500 beds. The campus will be fully reconstructed during the period 2004-7, making the level of accommodation sufficient for all participating teams, and others besides.

 

IOF, VIP, and Media

These will be accommodated in various Olomouc hotels, depending on the quality and price of services they choose. All these hotels are located within a 10-minute radius from the planned WOC Event Center.

 

Spectators

With its expanded capacity of 3,500 persons (beds), the “Envelopa” complex will be large enough to accommodate all spectators coming to follow the WOC, as well as participants of accompanying events. At the same time, this large complex is structured in such a way that athletes will be afforded a degree of needed privacy.

 

2.2.1.   Accommodation, in relation to local transport

All accommodation facilities are easily accessible by public or private transport.

 

2.3.   Location and structure for ceremonies

2.3.1.   Opening Ceremony

The Opening Ceremony is planned for the central square of Olomouc; and the WOC organizers would like to hold the event, in co-operation with the City Magistrate, as a celebration for the entire city. The square is large enough, and has sufficient capacities to stage the Opening Ceremony and also the Sprint Final scheduled for the following day. The central square is a traditional place for ceremonies, as well as sporting and cultural events.

2.3.2.   Prize-giving Ceremonies

The WOC 2008 organizers propose two types of prize-giving ceremonies. The first, a “flower ceremony,” will take place immediately after each of the Finals, in the finishing arenas of every competition, with TV and media assistance. The second, an official “gala ceremony” for every competition, will be staged in the central square of Olomouc. This will be organized in conjunction with other cultural events, events that will also attract a large non-orienteering public (our prospective converts).

2.3.3.   Banquet / WOC party

The WOC 2008 organizers would like to use the unique, historical, newly reconstructed buildings of Olomouc University (buildings dating from the 15th century and located in the city-center) for organizing the Final Banquet.

2.4.   Location and structure for meetings

As one would expect, the campus of Olomouc University (Palackého), which will be the WOC event center, has scores of rooms and facilities suitable for meetings.

2.5.   Press center

The press center will be located in the main building of the university campus, which will be the WOC 2008 headquarters (including the event office and information center); so, it will be within easy reach of WOC participants and events. This center will be equipped at a top-level, with high-quality and sufficient phone lines and Internet connections, as well as high-quality computers, copying equipment, and DVD-players.

 

Subject 3 – Event areas, competition centers

 

For WOC 2008, the organizers have found various types of terrain with different levels of orienteering difficulty (half of these areas being uncharted by orienteering maps).

 

3.1.     WOC 2008 terrains

The overview map of the Olomouc Region has areas marked where WOC 2008 events are planned. Two of these areas are under the control of the Czech Army, and are not covered by any existent orienteering maps.

3.1.1.   Sprint

Olomouc

Size of the area:      approx. 2 square-km

Terrain description:   Historical city center with plenty of lanes and arcades, surrounded by detailed city parks and botanical gardens.

Olomouc – Svatý Kopeček (ZOO)

Distance from the Event Center: 5 km

Size of the area: approx. 2 square-km

Terrain description:  Area of Olomouc Zoo, interlaced with typical forest sections. The second section involved is an urban area, Svatý kopeček.

3.1.2.   Middle

Brno - Hády

Distance from the Event Center: 45-60 km

Size of the area:                        approx. 16 square-km

Terrain description:  Broken terrain with low or medium visibility in most places, and abundant in subtle karstic and vegetation details.

Skřítek

Distance from the Event Center: 60 km

Size of the area: approx. 35 square-km

Terrain description:   Mountain forest with a relatively low network of roads and tracks. Part of the area is formed by a boggy nature reserve that consists of a virgin forest with very-low visibility and plenty of vegetation and minor terrain-details. The terrain is broken, hilly, and partially sprinkled with boulders and other terrain-details.

Terrain description: Flat terrain with low visibility in most places, abundant with vegetation-details and minor terrain-details.

3.1.3.   Long

Vyškov - Dědice

Distance from the Event Center: 25 km

Size of the area:      approx. 40 square-km

Terrain description:   Military area controlled by the Czech Army. It consists of a massive broken slope, bordering in its upper parts the Drahanská Highland. It is versatile terrain with deep valleys and variable vegetation, varying from coniferous and mildly broken areas (in the upper part) to deciduous areas with plenty of smaller vegetation-details. Due to its size and character, the terrain offers ideal opportunities for building long-legs with plenty of route-choice alternatives.

Hřebeč

Distance from the Event Center: 45 km

Size of the area: approx. 45 square-km

Terrain description:   Continental terrain consisting of three different types of terrain. One is mildly broken, highland terrain with plenty of vegetation-details, low visibility, and a relatively low network of roads and tracks. The second is formed by a steep beach slope (approx. 150 m high), in several area covered with small terrain-details. The third is a terrain terrace below the beach slope, covered by mixed forest, small marshes, ditches, and larger terrain- or vegetation-details.

3.1.4.   Relay

Libava

Distance from the Event Center: 15 km

Size of the area: approx. 34 square-km

Terrain description:   Relatively flat terrain controlled by the Czech Army, thus it remains relatively untouched, with visibility that is often low, making orienteering difficult. The area is abundant in terrain- and vegetation-details such as small grooves, knolls, and small pine thickets. The ground is often soft, which makes running physically demanding in some places.

                             The southern part of the terrain is hilly, and mostly covered with a beech forest with good visibility. The amount of terrain details is less; but, on the other hand, the terrain offers plenty of route-choice possibilities.

Protivanov

Distance from the Event Center: 30 km

Size of the area: approx. 35 square-km

Terrain description: Relatively flat terrain bountiful with a dense network of small tracks, and abundant in terrain- and vegetation-details such as small grooves, knolls, and small clearings. The ground is often soft or covered with grass, which makes running physically demanding in some places.

All the above-mentioned areas are large enough to provide for the organization of relevant Model Events.

 

3.4.   Telecommunications coverage in finishing areas

In all finishing areas, it is possible to create mobile press-centers fitted with sufficient technological necessities – telephone, fax and Internet lines, besides office equipment. Three modern GSM networks operate in the Czech Republic, so 99% of the country is covered by GSM signal.

3.5.   Information about forest and landowners

The dominant owner of the forested areas being considered is the Czech Republic itself, represented by the state authority Lesy ČR, operating by proprietary rights. The WOC 2008 organizers have had discussions with representatives from the Czech Army (owner of two large military areas being considered for the WOC 2008 events) and were assured that the Army would be supportive of possible WOC 2008 organization of events on their land.

Subject 4 – Communications

4.1.   Basic information about communications

Olomouc is easily accessible, connected by highway with the following international airports – Prague (250 km away), Vienna (200 km), and Ostrava (100 km).

It is also possible to reach Olomouc by train or bus. There are direct connections between the city and Prague, Vienna, and Ostrava.

4.2.   Travel expenses, other possibilities in the region

Travel expenses in the Czech Republic are relatively low. Bus and train fares are at about the same price – approx. 3 EUR/100 km. Renting a car is possible for 25-40 EUR/day (depending on the type of car). The price of petrol is presently 0.7-0.8 EUR/l.

The Olomouc Region provides for dozens of sporting, cultural, and other leisure-time activities, including swimming pools, sporting facilities, a ZOO, sight-seeing, exhibitions in galleries or museums, botanical gardens, as well as typical Czech and other restaurants.

4.3.   Transportation plan during the WOC

Transportation between the places of accommodation and the finishing areas (or other places connected with the WOC) for the participants of all WOC and other events, as well as for spectators, will be provided via WOC buses. Personal transportation will be possible as well. If needed, the WOC 2008 organizers will provide transportation for members of the press, IOF delegates, and VIPs who have not arranged for transportation on their own.

 

Subject 5 – Partnerships

The Preliminary WOC Organizing Committee was constituted under the leadership of the COF President and the COF Secretary General. An agreement was reached about the rights and duties of individual members and clubs registered in the O.C. (The structure of the preliminary WOC Organizing Committee can be found in Subj. 1.1.).

During the preparation for this candidature, the Czech Orienteering Federation has forged preliminary agreements with most of the important organizations and institutions relevant for this project:

 
Contract with WOC center

As the representative of the University of Olomouc, RNDr. Golka (University deputy vice-chancellor) has declared, on the basis of negotiation, that the University can dispose of a sufficient number of accommodation facilities, facilities of a quality corresponding to the standard for World Orienteering Championships, including prices.

Olomouc University’s chancellor, RNDr. Lukáš, has also confirmed his support for the WOC 2008 proposal, and has assured us of the use of the entire University campus and facilities for the event.

Provided that WOC 2008 organization will be assigned to the Czech Republic, a new agreement about a future contract will be drawn up. This contract will handle the booking of accommodation capacity. Similar agreements will be made with the hotels and other accommodation facilities involved.

 

Contract with sponsors

If granted the organization of WOC 2008, the organizers will formulate a contract with the TK PLUS marketing agency, with whom they successfully co-operated during the organizing of PWT 2002 in Prostějov. TK Plus also operates as a marketing consultant for the Czech Olympic Committee, and is responsible for marketing such events and companies as the Golden Spike (the IAA Super-Elite Grand Prix), the Živnobanka Czech Open (the ATP Tennis Tournament), the Jágr Team (the ice-hockey team handled by the best-known Czech player), the Prostějova Beach Open (the International Beach Volleyball Tournament), among others. Contract with TV

A preliminary agreement with Czech TV (ČT 1 and 2) has been discussed. Broadcasting of Orienteering events on Czech TV has a rich tradition. Due to excellent relations with representatives of Czech TV, the WOC 2008 organizers consider both live and delayed broadcasting of WOC disciplines to be a realistic expectation. The same applies to the transference of broadcasting copyrights.

 
Regional representatives support

The WOC 2008 organizers have been assured of support for WOC 2008 by the Olomouc Region through its most important regional representatives – Chief Regional Magistrate Mr. Jan Březina, and the Lord Mayor of the City of Olomouc, Mr. Martin Tesařík.

 
Czech Olympic Committee support

The Czech Olympic Committee, represented by Vice-Chairman Mr. Dvořák, supports the COF in its candidature for WOC 2008 and in its endeavor to raise Orienteering into the Olympic pantheon.

 
Czech Sports Association

The WOC 2008 organizers have also been assured of support from the Czech Sports Association through its Chairman, Mr. Kořán.

 

Czech Foundation for Orienteering

Further support has been granted in terms of fulfilling our vision of WOC FOR ALL (See subject 1.2.) The Czech Foundation for Orienteering has been successfully supporting the development of the sport in this country since 1996, and currently disposes of Foundation funds of 15,000,000 CZK (approx. 480,000 EUR). Since 2004, it has also started an international program that will be officially launched at the beginning of March, during the PWT in Italy. For a letter of positive support from the President of the Foundation, Mr. Evžen Cigoš.
