The Czech Orienteering Federation (COF), in
cooperation with clubs in the Haná Region, is hereby applying for the
organization of WOC 2008. The COF General Assembly has officially approved the
COF applying for the organization of World Orienteering Championships 2008 (or
2009) in the
The COF is one of the founders of the
International Orienteering Federation, and the history of orienteering in the
On top of that, for the period 1995-2002, the COF organized (in cooperation with various Czech O-clubs) several Park World Tour events, during which the COF gained valuable experience in creating attractive, spectator-friendly, and high-quality Sprint races.
If the COF is selected, World Orienteering Championships 2008 will be organized in cooperation with various Czech clubs, namely those of the Haná Region. Members of the proposed organizing committee have prior experience through participating in organizing such events as JWOC 2000, WC Final 2002, and PWT 1998 and 2002.

1.2. Our main
vision for WOC 2008
WOC FOR ALL
WOC for All (Part 1): This is the motto that would direct the activities of the WOC 2008 organizers. What exactly does it mean?
a) The WOC 2008 organizers will create an atmosphere resembling that of
an Olympic village. All runners will be accommodated in the newly reconstructed
campus of
b) The WOC 2008 organizers will not charge a starting-fee for runners from the five countries where orienteering is considered least developed (this selection will be made in discussion with the IOF), and attempts will be made (in co-operation with the Foundation for Orienteering) to collect enough financial support to partially finance their travel expenses.
c) The WOC 2008 organizers would like to use the WOC 2008 label for extensive long-term promotion of orienteering in the country – a promotion that would culminate in these WOC events.
d) The WOC 2008 organizers desire to demonstrate that it is still possible to organize events according to the Leibnitz Convention, in terrains that are at the same time technically challenging, diverse, and what is more – not covered by previous orienteering maps.
e) The WOC 2008 organizers have created a schedule that is compact and, at the same time, offers sufficient rest periods for the runners – something runners have often expressed concern about, in regard to the organization of events.
WOC for All (Part 2): The WOC 2008 events will be accompanied by an international 5-day orienteering competition, held in the same or similar terrains as the events of WOC 2008. Most of the participants will be accommodated at the university campus, which has a capacity of 3,500 beds. Not only is the complex large enough, but it is also structured in such way that WOC runners will be granted both space and privacy.
WOC for All (Part 3): WOC 2008 will be accompanied and preceded by a 3-day Sprint competition for the general public, a competition that will aim at attracting the largest public possible, and to present orienteering as a top-elite sport. Two stages of the Sprint events will be held in conjunction with the WOC Sprint Qualification and Final, and participants will be given an immediate opportunity to run the WOC courses, thus gaining a better understanding of what elite orienteering is all about.
WOC for All (Part 4): The WOC 2008 organizers are highly experienced in communicating through all kinds of media (some of them are active journalists themselves). This will ensure extensive coverage by the press (print and radio); TV (live and delayed); and Internet (considered commonplace in the country). No need to say that there will be big screen showing runners in action at all final arenas.
WOC for All (Part 5): The WOC 2008 organizers are also offering to organize the regular IOF Congress in 2008 or the IOF Presidential Conference in 2009.
WOC
for All (Part 6): The WOC 2008 organizers have
close contacts with Paraple (the largest Czech foundation for the assistance of
the handicapped), and are therefore certain that the organizers will be given
assistance and know-how for formulating a memorable Trail-O World
Championships. On top of that, the substantial parks directly surrounding the
city-center of
WOC
for All (Part 7): The WOC 2008 organizers are ready
to organize an extensive school competition in orienteering that will involve
students from the vast majority of Czech grammar schools (ages 10-14) and that
will aim at creating O-maps in the surroundings of dozens of Czech schools. The
whole competition will be held in several rounds, the best runners competing in
a final that will be a part of the WOC program. The WOC 2008 organizers have
disclosed the project to the president of the Czech Foundation for Orienteering
and have been promised that that Foundation, if the Czech candidature is
successful, will support the project.
As mentioned in point 1.2, all of WOC 2008 will be centered at the newly reconstructed campus of Palackého University in Olomouc (also called “Envelopa”), where competitors, coaches, team-leaders, and other team-representatives will be accommodated. The event office and press center, the halls for discussions and for the proceedings of leaders and competitors will also be located within the campus, which will, simply, serve as the center for most activities connected with WOC 2008.

The main reason for proposing these terms is to avoid overlapping with the 2008 Olympic Games (August 8-24), thus allowing the WOC to garner necessary media attention and more substantial sponsorship.
Since 2009 is a non-Olympic year, the organizers are aiming for a more traditional WOC term – the beginning of August.

Support for organizing World Orienteering
Championships 2008 in the
The organizers of WOC 2008 believe that the well-performed organization of these events can garner substantial and lively publicity – not only for the host-city and its region, but also for the country where the event is organized.
As mentioned in the opening section, we also see organizing the WOC as an excellent opportunity for extensive long-term promotion of the sport in this country. Through organizing WOC 2008, we would like to introduce and to represent the sport (via various media) to as much of the Czech population as possible, hoping to markedly increase the acceptance of Orienteering as a professional, top-elite sport.
Though conducted within a single region, a Czech candidature for the organization of WOC 2008 would, nevertheless, be a collective project for all members of the National Federation, not being only for those of the organizing region.
Traditional annual events

exhibition and trade fair (in April
and June); Academia Film, a documentary film festival (in May); Theatre Flora, a theater
festival (in May); Olomouc
Music Spring (in May and June);
Olomouc Holidays of Song (in June);
Olomouc Cultural Summer (from June-September); Days of European Heritage (in September); The International
Organ Festival (in September); The Autumn Sacral Music Festival (in October and November); and
various Christmas fairs (in December).

As mentioned above, one of our main ideas
for WOC 2008 is to recreate the atmosphere of an Olympic village. This means
that all runners and teams will be accommodated directly within the

its expanded capacity of 3,500 persons (beds), the “Envelopa” complex will be
large enough to accommodate all spectators coming to follow the WOC, as well as
participants of accompanying events. At the same time, this large complex is
structured in such a way that athletes will be afforded a degree of needed
privacy.

accommodation facilities are easily accessible by public or private transport.

of prize-giving ceremonies. The first, a “flower ceremony,” will take place
immediately after each of the Finals, in the finishing arenas of every
competition, with TV and media assistance. The second, an official “gala

As one would expect, the

The press center will be located in the main building of the university campus, which will be the WOC 2008 headquarters (including the event office and information center); so, it will be within easy reach of WOC participants and events. This center will be equipped at a top-level, with high-quality and sufficient phone lines and Internet connections, as well as high-quality computers, copying equipment, and DVD-players.
For WOC 2008, the organizers have found various types of terrain with different levels of orienteering difficulty (half of these areas being uncharted by orienteering maps).

Terrain description: Military area controlled by the Czech Army. It consists of a massive broken slope, bordering in its upper parts the Drahanská Highland. It is versatile terrain with deep valleys and variable vegetation, varying from coniferous and mildly broken areas (in the upper part) to deciduous areas with plenty of smaller vegetation-details. Due to its size and character, the terrain offers ideal opportunities for building long-legs with plenty of route-choice alternatives.

Size of the area: approx. 45 square-km
Terrain description: Continental terrain consisting of three different types of terrain. One is mildly broken, highland terrain with plenty of vegetation-details, low visibility, and a relatively low network of roads and tracks. The second is formed by a steep beach slope (approx. 150 m high), in several area covered with small terrain-details. The third is a terrain terrace below the beach slope, covered by mixed forest, small marshes, ditches, and larger terrain- or vegetation-details.

Size of the area: approx. 34 square-km
Terrain description: Relatively flat terrain controlled by the Czech Army, thus it remains relatively untouched, with visibility that is often low, making orienteering difficult. The area is abundant in terrain- and vegetation-details such as small grooves, knolls, and small pine thickets. The ground is often soft, which makes running physically demanding in some places.
The southern part of the terrain is hilly, and mostly covered with a beech forest with good visibility. The amount of terrain details is less; but, on the other hand, the terrain offers plenty of route-choice possibilities.

Transportation between the places of accommodation and the finishing areas (or other places connected with the WOC) for the participants of all WOC and other events, as well as for spectators, will be provided via WOC buses. Personal transportation will be possible as well. If needed, the WOC 2008 organizers will provide transportation for members of the press, IOF delegates, and VIPs who have not arranged for transportation on their own.
The Preliminary WOC Organizing Committee was constituted under the leadership of the COF President and the COF Secretary General. An agreement was reached about the rights and duties of individual members and clubs registered in the O.C. (The structure of the preliminary WOC Organizing Committee can be found in Subj. 1.1.).
During the preparation for this candidature, the Czech Orienteering Federation has forged preliminary agreements with most of the important organizations and institutions relevant for this project:
As the representative of the University of Olomouc, RNDr. Golka (University deputy vice-chancellor) has declared, on the basis of negotiation, that the University can dispose of a sufficient number of accommodation facilities, facilities of a quality corresponding to the standard for World Orienteering Championships, including prices.

with sponsors
If granted the organization of WOC 2008, the organizers will formulate a contract with the TK PLUS marketing agency, with whom they successfully co-operated during the organizing of PWT 2002 in Prostějov. TK Plus also operates as a marketing consultant for the Czech Olympic Committee, and is responsible for marketing such events and companies as the Golden Spike (the IAA Super-Elite Grand Prix), the Živnobanka Czech Open (the ATP Tennis Tournament), the Jágr Team (the ice-hockey team handled by the best-known Czech player), the Prostějova Beach Open (the International Beach Volleyball Tournament), among others. A preliminary agreement with Czech TV (ČT 1
and 2) has been discussed. Broadcasting of Orienteering events on Czech TV has
a rich tradition. Due to excellent relations with representatives of Czech TV,
the WOC 2008 organizers consider both live and delayed broadcasting of WOC
disciplines to be a realistic expectation. The same applies to the transference
of broadcasting copyrights.
The WOC 2008 organizers have been assured of
support for WOC 2008 by the Olomouc Region through its most important regional
representatives – Chief Regional Magistrate Mr. Jan Březina,
and the Lord Mayor of the City of
The Czech Olympic Committee, represented by
Vice-Chairman Mr. Dvořák, supports the COF in its candidature for WOC 2008 and
in its endeavor to raise Orienteering into the Olympic pantheon.
The WOC 2008 organizers have also been assured of support from the Czech Sports Association through its Chairman, Mr. Kořán.

Foundation for Orienteering
Further support has been granted in terms
of fulfilling our vision of WOC FOR ALL (See subject 1.2.) The Czech Foundation
for Orienteering has been successfully supporting the development of the sport
in this country since 1996, and currently disposes of Foundation funds of
15,000,000 CZK (approx. 480,000 EUR). Since 2004, it has also started an
international program that will be officially launched at the beginning of
March, during the PWT in
